Indiana Chamber releases 2025 legislator scorecard highlighting voting records and recognizing champion lawmakers across the state

Indianapolis, Indiana – The Indiana Chamber of Commerce has released its 41st annual Legislator Scorecard, evaluating state lawmakers on their votes for key business-related legislation during the recent General Assembly session. This year, more than 50 legislators received perfect scores, while others saw their rankings range from as low as 8% to a perfect 100%. The report highlights lawmakers’ commitment to policies that foster economic growth and a pro-business climate, which are seen as vital for Indiana’s continued success as a hub for job creation and economic development.

“The Legislator Scorecard is a critical measure to track lawmakers’ commitment to keeping our state among the nation’s best for doing business – which also leads to increased economic growth and job opportunities,” said Indiana Chamber President and CEO Vanessa Green Sinders. The scorecard reflects how state legislators align with Indiana’s economic vision plan, Indiana Prosperity 2035, focusing on six primary areas: childcare, economic development, education, energy, healthcare, and public finance/taxation. A key component in the scorecard’s evaluation is how lawmakers voted on important issues such as road funding, tax reform, and the creation of a more attractive business climate.

One of the most significant aspects of this year’s report was the identification of Legislative Champions—lawmakers who stood out for their dedicated support of pro-business legislation. Among them were Rep. Jim Pressel (R-Rolling Prairie) and Rep. Jake Teshka (R-North Liberty), who were honored for their efforts to advance road funding and tax reform in 2025. Pressel played a pivotal role in advocating for policies related to maintaining and improving the state’s infrastructure, while Teshka focused on creating a tax environment that could attract more business investments to Indiana.

In addition to the Legislative Champions, three lawmakers were named Small Business Champions. Rep. Martin Carbaugh (R-Fort Wayne), Rep. Chris Jeter (R-Fishers), and Rep. Craig Snow (R-Warsaw) were recognized for their work on behalf of small businesses, particularly in helping to create an environment where entrepreneurship can thrive. The Indiana Chamber highlighted their work in advancing policies that support job creation, lower regulatory burdens, and boost small business growth, all of which play a significant role in Indiana’s economic health.

Furthermore, the Chamber also honored Champion Freshman Legislators, recognizing newcomers who have made a considerable impact in their first year. Rep. Wendy Dant Chesser (D-Jeffersonville) and Rep. Danny Lopez (R-Carmel) were celebrated for their efforts to boost entrepreneurship and economic development. Despite being relatively new to the legislative scene, both lawmakers have demonstrated a deep commitment to policies that foster business growth, workforce development, and innovation.

This year’s scorecard is a reflection of how Indiana legislators are working to align the state with the goals of Indiana Prosperity 2035, a plan that aims to make the state one of the best places for business by focusing on creating a robust economy, improving educational systems, and maintaining critical infrastructure.
