Trades District gains momentum as the City of Bloomington finalizes deal for 170 room boutique hotel

Bloomington, Indiana – A key piece of Bloomington’s long-term vision for growth is beginning to take physical shape, as city officials and a private developer finalize a major step forward in the evolution of the Trades District.

The City of Bloomington has completed the sale of land to Alluinn Development, LLC, clearing the way for a new boutique hotel that will rise at the corner of Rogers Street and 10th Street.

The project centers on a four-story, 170-room hotel designed to serve as both a destination and a support system for the city’s expanding innovation ecosystem. Positioned within the Trades District, Bloomington’s designated hub for technology and entrepreneurship, the development reflects a growing confidence from private investors in the city’s economic trajectory.

Local leaders view the agreement as more than a real estate transaction. It signals momentum. Officials say the addition of a full-service hotel will help fill a gap in the district, particularly as it continues to attract entrepreneurs, investors, and corporate partners.

The planned facility will include 5,500 square feet of meeting and conference space, along with a ground-level restaurant, retail offerings, and a rooftop bar open to the public.

The hotel’s location places it adjacent to The Forge, further integrating it into the district’s network of innovation-focused spaces. Nearby assets such as The Mill and The Kiln have already helped establish the area as a center for startup activity and collaboration, and the new development is expected to strengthen that identity.

The transaction was formally completed with signatures from Anna Killion-Hanson, representing the city’s Housing and Neighborhood Development Department, and Charles Whittaker, founder of the Chicago-based Alluinn. The process was supported by Amplify Bloomington, a civic partnership that works alongside the city to guide growth within the Trades District. Its leadership played a coordinating role in moving the project through approvals and aligning stakeholders.

Before reaching this stage, the development secured key approvals, including zoning variances granted by the Board of Zoning Appeals in November 2025 and major site plan approval from the Plan Commission earlier this year. With the land purchase now finalized, the developer is preparing for construction, which is expected to begin this summer pending final permits.

Design plans emphasize a modern, walkable environment that aligns with the district’s broader vision. Features include green roof elements, outdoor gathering areas, bicycle parking, and pedestrian-friendly connections to the nearby B-Line Trail. These elements are intended to complement the surrounding infrastructure while supporting sustainability and accessibility.

Once construction begins, the timeline is estimated at 18 to 24 months. When complete, the hotel is expected to play a central role in accommodating visitors while reinforcing the Trades District’s function as a gateway for innovation and economic activity in Bloomington.
