Monroe County announces bid opportunity for 2025 road resurfacing projects

Monroe County, Indiana – Monroe County, Indiana, has officially announced a call for bids under the 2025 Community Crossings Matching Grant (CCMG) program. The Board of Commissioners invites qualified contractors to submit sealed bids for road resurfacing projects throughout the county. The bidding process is set to close at 10:00 a.m. on March 27, 2025, and all interested parties must adhere to the specified guidelines.

The upcoming resurfacing initiative is a crucial part of the county’s efforts to maintain and enhance local infrastructure. The project scope includes bituminous asphalt resurfacing on various road sections, ensuring improved driving conditions and road longevity. Contractors must provide bids covering all aspects of the resurfacing process, including traffic control, materials, paving and compaction equipment, tack oil, labor, supervision, and trucking costs.

The Board of Commissioners has outlined strict specifications that all contractors must follow. The resurfacing and traffic control must align with the Indiana Department of Transportation’s standards, ensuring quality and safety throughout the project. Interested bidders may obtain bid documents at the Monroe County Highway Department, located at 5900 W. Foster Curry Drive, Bloomington, Indiana, during regular business hours from 7:00 a.m. to 3:00 p.m. The bid submission deadline is 10:00 a.m. on March 27, 2025, with bid openings scheduled for 1:00 p.m. at the Monroe County Highway Garage Conference Room.

All bidders must comply with Chapter 275 of the Monroe County Code, which outlines the requirements under the Responsible Bidder Ordinance. Additionally, out-of-state corporations must provide a valid certificate of authority to operate in Indiana, which can be obtained through the Secretary of State’s office in Indianapolis.

Submission and Review Process

Bidders must submit their proposals in person to the Monroe County Legal Department at 100 W. Kirkwood Avenue, Room 220, Bloomington, Indiana. The office accepts bid submissions from Monday through Friday between 8:00 a.m. and 4:00 p.m. Any bids received after the 10:00 a.m. deadline on March 27 will not be considered and will be returned unopened. Faxed or emailed submissions will not be accepted.
