MCCSC launches a new financial transparency portal to give the community easy access to school budget information

Bloomington, Indiana – The Monroe County Community School Corporation (MCCSC) took a major step toward financial transparency during its Board of School Trustees meeting on Tuesday, January 27, unveiling a new online portal designed to give the public clear and easy access to the corporation’s finances. The portal, titled Every Dollar, Every Student, centralizes budget information, official documents, and explanatory resources in one accessible location.

“Our goal is to make school finance understandable for every member of our community. It’s that important,” said MCCSC Superintendent Markay L. Winston, Ph.D. “This portal aligns with our Board’s priority of achieving fiscal balance with clarity, strong internal controls, and responsible long-term planning. We want our community to have confidence that MCCSC is managing resources wisely and communicating openly.”

The portal is intended to simplify complex financial data and provide residents, parents, and staff with a transparent view of MCCSC operations. Users can explore the breakdown of the 2026 budget, official financial documents, and explanations of how referenda funding has been used and its impact on schools. A section called School Funds 101 walks users through how school corporation budgets function, while a two-year financial strategy update highlights MCCSC’s efforts to maintain fiscal balance.

In addition to current financial data, the portal will grow over the next few months. In February, a new section dedicated to bond-funded building and renovation projects will be added. This section will outline how the projects aim to improve educational spaces and benefit students directly. Starting in March, the portal will also provide detailed breakdowns of revenues and expenditures from the 2024 and 2025 budget years, giving the public insight into historical spending patterns.

Community members are encouraged to explore the portal at mccsc.edu/everydollar and submit questions to be addressed in the “Frequently Asked Questions about our finances” section. This feature allows residents to directly engage with MCCSC leadership and gain answers to specific inquiries about the corporation’s financial practices.

During the Board meeting, Chief Financial Officer [Name] provided an update on MCCSC’s cash balances, emphasizing that this type of report will become a regular feature at future Board meetings. This initiative is intended to foster trust by regularly sharing real-time financial data and offering context for the corporation’s fiscal decisions.

“I really appreciate this new effort to demonstrate cash flow and just talk the community and the Board through that, and I appreciate this ongoing move toward fiscal transparency,” said Board member April Hennessey.

The launch of the Every Dollar, Every Student portal represents a broader effort by MCCSC to prioritize open communication and accountability. By consolidating key financial documents, offering explanatory resources, and encouraging public participation, the corporation aims to ensure that residents understand how their tax dollars are being used and how financial decisions impact students and schools across Monroe County.
