Bloomington Public Works earns perfect score in national accreditation review

The City of Bloomington Department of Public Works has earned full accreditation from the American Public Works Association after evaluators found it compliant with 100% of the management practices applicable to its operations.

Bloomington, Indiana – Bloomington’s streets, equipment and emergency systems may be the most visible parts of public works. This time, however, the department’s achievement came from what residents rarely see: the policies, training and planning behind every service.

The City of Bloomington Department of Public Works has earned full accreditation from the American Public Works Association after evaluators found it compliant with 100% of the management practices applicable to its operations.

That result places Bloomington among a small group in Indiana. It is only the second public works agency in the state to receive APWA accreditation, joining Fishers. The designation will remain in effect through July 2030.

“This took years of work, honest evaluation, and a lot of people pulling in the same direction,” Public Works Director Adam Wason said.

“Our staff proved that the way we serve Bloomington meets the highest standards in the profession. I’m incredibly proud of this team and grateful to everyone across the City who helped get us here.”

The perfect compliance score exceeded APWA’s standard for first-time applicants. Agencies seeking initial accreditation must demonstrate full compliance with at least 95% of the applicable practices and substantial compliance with the rest. Bloomington reached full compliance across the board.

The process began with a detailed self-assessment comparing the department’s policies and operations with nationally recommended practices. Staff then identified gaps, made improvements and prepared documentation for an outside review.

APWA evaluators examined records, interviewed employees and reviewed how the department operates. Their findings were later submitted to the APWA Accreditation Council, which made the final decision.

The review covered the management systems behind essential public works services, including financial oversight, planning, employee training, workplace safety, emergency response, communications, facilities, equipment and daily service delivery.

For Bloomington residents, the accreditation serves as an independent check on how the department handles public resources. It also shows that responsibilities are clearly assigned, decisions are documented and procedures are in place to provide dependable service.

The work does not end with the award. APWA accreditation lasts four years, and Bloomington must submit a midterm report after two years. That report will outline organizational changes, document improvements and show that the department remains compliant. The city must also complete the re-accreditation process before the designation expires in July 2030.
