New Bloomington public safety hub could bring police and emergency dispatch under one roof

Bloomington, Indiana – A long-discussed move for Bloomington’s public safety operations took a concrete step forward Monday, with city officials backing further work on a site that could eventually bring several key functions under one roof.

The decision does not approve construction, a final design or even a final price tag. But it does move the 714 South Rogers property closer to becoming the city’s future public safety hub, potentially replacing a police headquarters that has faced space limits, flood damage and continuing water problems.

The Bloomington Redevelopment Commission (RDC) voted unanimously Sept. 14 to support continued planning for the renovation and/or expansion of the city-owned property at 714 South Rogers.

The proposed facility is intended primarily for Bloomington Police Department operations. Plans could also include Central Emergency Dispatch and potentially other public safety functions, although relocating dispatch services would require additional coordination with Monroe County.

The project is being considered as the city looks for a longer-term solution to problems at the police department’s current headquarters at 220 East Third Street. According to the city, that building does not provide enough space for investigations, private interviews with victims and other essential police work.

The headquarters also suffered substantial flooding in 2021 and has continued to experience water infiltration since then.

Planning for the South Rogers site began well before Monday’s vote. In November 2025, the RDC approved a $58,250 contract with American Structurepoint to examine whether the property could be adapted for public safety use.

That feasibility study explored possible concepts and provided preliminary cost estimates. It was not intended to establish a final architectural plan or a construction budget, leaving major design and financial decisions for later stages.

Monday’s resolution also signals that the commission is willing to consider using up to $30 million in tax increment financing bonds to support the project. That figure is not an approved borrowing amount, and the resolution itself does not authorize any bonds to be issued.

Any future financing package would still require separate approval from the RDC as well as authorization from the Bloomington Common Council.

With the site resolution now approved, the project moves into a more detailed planning phase. The city is expected to refine exactly what the facility will include, select an owner’s representative and architect, and develop more precise design and cost estimates.

Those steps should provide a clearer picture of how extensive the South Rogers redevelopment could become, and what Bloomington would ultimately need to spend to turn the property into a functioning public safety facility.
